An ABM system would totally defeat the whole concept of Mutually Assured Destruction, which has been keeping us from going to war with Russia for the last 50 years. The whole reason we agreed to sign the treaty forbidding ballistic missile defense systems is because if everybody started developing them, someone eventually would decide that they had one significantly better than their opposition and launch a strike to keep the other side from catching up. Right now it's like we are all standing with guns to each other's heads. Nobody is going to start shit. But if we start handing out progressively better helmets, someone is going to take the chance and shoot first.
