I thought everything in Lone Star (for example) contributed to the overall feeling of what it was like in the town, in the worlds of the primary characters. Multiple characters, multiple viewpoints, multiple ideas of justice...and so on and so forth. So none of the subplots seemed extraneous to me.
As far as any film being able to cover the whole of an issue and get to its core, can you give an example of some films you think actually do accomplish that? It seems like a tall order for a fiction feature film. (Or for most documentaries. Though I saw Roger & Me again recently and thought it did a reasonable job...but it had a VERY narrow focus.)
