It's meant to be part of an education to people who cannot manage their own financial affairs.
The purpose is to get them off welfare, on their own feet, right? Or is the purpose for the aid to be charity?
Oh, let's give them money and if they decide to blow it all and they end up miserable then it's their own fault, can't argue with that. Problem not solved.
The problem is not whether it's charity or whether people need to be in control of their own affairs if they clearly cannot manage on their own.
People who say the money is theirs in reality have little heart for those in need. Oh, they blew it on expensive accessories? Shrug. I did my duty... If those people are too stupid to live on their own, that's not my fault.
Uneducated poor people should be left to die, heh heh heh.
