It was simply procedure. If the country is under attack, it is mandatory to protect the President first. If I remember correctly, the President doesn't even have a choice in the matter. It's Bunkerville for you, buddy.
So yeah, I agree with daz. It's minor, procedural issue. Now, why he fucking SAT there and did nothing is another story...
