I wasn't sure where it was from but, since I learned it as a nursery rhyme when I was a child, I didn't think it was Bowie.
Looking around online, I found that it's a quote from Hughes Mearns' "The Psychoed".
And I didn't get it quite right, it should be "The other day upon the stair/I met a man who wasn't there/He wasn't there again today/I wish, I wish he'd go away". Or at least that's how the original went - I'm sure I learned it as I wrote it in my initial post.
And while looking around, I was reminded of Mad Magazine's fine re-write -- "The other day upon the stair/I saw a man who wasn't there/He wasn't there again today/I think he's with the CIA".
