Colin Powell said it best why we did not march into Baghdad in 1991.
The war was quickly becoming a public affairs disaster, Remember the "Highway of Death" the mass surrenderings.
Or forces were plowing through Iraq's great army. We turned Saddam's Mother of All battles into a Son of a Bitch. The public would not support the USA contuning a war aganist a enemy that could not effectively oppose them.
