You're right. I made an error. Thank you for correcting me.

The 14th amendment prevents the *states* from passing certain kinds of legislation.

The 14th amendment does allow the federal government to pass legislation, but only to the degree that such legislation is used to prevent the states from passing the legislation that they are not allowed to do.

Those who supported the federal Violence Agasint Women Act claimed that the 14th amendment authorized the federal government to pass such legislaiton. According to my above interpretation of the 14th amanedment, the supporters of the Violence Agasint Women Act are mistaken in their claim.

Furthermore, those who use the commerce clause as a reason to justtify the Violence Agasint Women Act are also wrong. Raping a woman has nothing to do with commerce.
