I don't know about "best" Disney movie -- I rather like TOY STORY myself as far as full-length stuff goes (Yes, I know it isn't really a Disney movie, it's a Pixar movie) (and FLIGHT OF THE NAVIGATOR was pretty neat) -- but MULAN was fun and that's all I ask. Compare it to QUEST FOR CAMELOT, for example. Disney is slick, but what's wrong with that? It's simplistic, but again -- what's wrong with that? You expect to be handed a cultural dissertation of PhD quality in a 90-minute animated film? Please.
As to FANTASIA, isn't Disney planning a FANTASIA II? I loved the original. The dinosaurs didn't depress me at all. And the "Night on Bald Mountain" sequence STILL gives me goosebumps! I won't let my 6-year-old daughter watch it; it's just too scary! The only part of FANTASIA that I thought was dorky was the mythological stuff. And whoever wrote Deems Taylor's dialog ought to have been shot. I mean, "Atta soundtrack!"? Bleah!
