Removing our Cuban base from the loop of "enemy combatant" detention will require taking all of those guys and moving them into Federal Prisons around the US... holding them there would require proper evidence proving that they must be held in custody, and charged with actual crimes under US laws. Only a handful of the 150+ "enemy combatants" have enough evidence against them to keep them in jail. The rest would have to be released and deported. Now if some of those guys weren't actual terrorists before, well they would be after what we've done to them. Vengence is a dish best served to the morons that let you walk away after fucking you over for many years with no good reason. We may as well include Osama's sat-phone number in the walking papers we'll have to give them.
