04/09/02: "sewage ponds floating with dead fish"!?!?!?

How do fish get in sewage ponds?! From someone who's sold D.O. (dissolved oxygen) and sludge blanket analyzers to city WWTPs, I can tell you that THIS IS NOT NORMAL.

WTF are the Bangladeese thinking?! No sewage treatment plant should contain fish!
