Repeat offenders of the "all caps law" should have their brains lipo-suctioned to the limit of possibility. Perhaps removing all the fatty parts would encourage synaptic activity. If they still choose not to comply, well ... make them watch "Candyman" fifty times in a row. That should just about curb the most hardened culprits.
