Sure, the main character was Ulysses, and he was "wily" as described by Homer, and he did make a torturous homeward journey to prevent his wife's remarriage. Along the way he encountered Sirens and a cyclops. That's about it.
Many elements I consider central to the story are lost. He did not plug the ears of his men so he could safely listen to the Siren's song, he did not outwit the cyclops. If he met Circe, the reference was too subtle for me. Same with Cylla and Charybdis (odds are I've spelled them wrong). Guiding the boat (no boat in the movie) between these twin hazards is probably the most famous scene, and here it's nowhere to be found.
Now admittedly, it's some 20 years since I read Homer, and there is probably stuff I missed, but to state that the film is based on Homer is to attempt to bask in unearned reflected glory.
Despite this, and despite it being riddled with minor flaws, I really enjoyed this film. It gets an A from me on soundtrack alone!
