The movie theaters enforce the R-rated movie rating because of fears over punishment from local law officials (the government).
Same with selling alcohol to minors. We could say that it is restaurants, not the government that doesn't sell alcohol to minors. But they do it for fear of government inteference, not out of the goodness of their hearts. What the governor of Illinois is calling for is nothing different than not selling alcohol to minors or not letting children into R-rated movies.
As much as I love videogames, I certainly think there are some that should not fall into the hands of children. And I do think it's the parents responsibility to determine whether their children should be playing certain games. Your 8 year old is mature enough to play GTA, great, buy it for him, but the restriction should still be there.
And I still say that trying to obtain this material illegally is part of growing up. You can't walk into the store and buy a Playboy at 10, but who the hell didn't have a friend who swipped his dad's copy and called his friends over. Learning to rebel against authority is a vital part of growing up.
