The power companies need eminent domain held over their heads to keep them from screwing the public. Condemn them and take over the running of the companies.
Now, while I favor the government running businesses instead of charging taxes, I also generally oppose government owning monopoly situations. But, the power companies have been generally screwing the public for 30 some years now (that includes the oil companies and maybe a severe punishment is what they need.
