It certainly is. One of the few shows which actually expects intelligence on the part of the audience.
My favorite line is when Toby's been politically screwed by his ex-wife, and he goes "I'm shocked, shocked! to find that there is gambling in this establishment.", without the reference being explained.
I got Henry Blake flashbacks when I saw the final scene.
