As I have said before, you should be allowed to do whatever you want, as long as you are not harming someone else or someone else's property. We need government to protect people from things such as murder, rape, theft, fraud, pollution, etc.
If someone is manufacturing a product that is defective, and harms little baby boys' dicks, or if the people who are performing circumcisions are misusing the products, such as by mixing different parts from different companies' products that shouldn't be together, then yes, the government should get involved. However, this should be viewed as either a criminal or civil matter, or some kind of negligence charge, and I do not see it as being within the jurisdiction of the federal government. We already have laws to prosecute people who do these kinds of things. And the victims (and their families) can file lawsuits to get some kind of financial compensation.
Regarding the FDA, we do indeed need some kind of independent testing lab to test drugs. But this can be done by a private organization. We already have numerous private organizations that test consumer products - Underwriters Laboratory, the American Dental Association, Consumer Reports, Good Houskeeping Seal, etc.
