08/23/01: Surplus?

Get this through your heads, America - THERE NEVER WAS A SURPLUS. There was a PROJECTION. The budget people all said that, if the economy continued to grow at the same rate, we'd have X dollars in extra revenue to deal with.

And by the time the elections were heating up, everyone in Washington knew damn well that (a) the economy wasn't going to grow like that any more, and (b) that Congress had already spent most of that so-called "revenue".

Bush didn't cause the shortfall. Nobody did. (It has been suggested that we have an economic slump at the beginning of every decade.) What Bush DID do is use that perception of a surplus as an excuse to line the pockets of the rich with a tax cut.

And if the money isn't there when the tax cuts haven't kicked in yet, how do you think they're going to pay for things when they DO?
