The reason the graph starts rising is that in 1969-1970, the Nixon Administration started gutting Johnson's War on Poverty programs. See Nicholas Lemann's book on the subject for details. Lemann proves that the War on Poverty programs actually were working until the Nixon crowd started gutting them.
