Okay...let's see. I really did know #5 was Harry Lime in The Third Man and #17 was Dr. Strangelove in the movie of the same name, but does it count if someone else said it first?
#6 is The Tick, in uh...the episode with what's her face Venus(?)...Armless but not Harmless
I don't know the book, damn it, but #9 I'm going to bet is Hunter S. Thompson.
#12 is from the Illuminatus trilogy by Robert Anton Wilson and Bob Shea.
