Yes, I also noticed that, the second time I watched it on video... However, Wes Craven said that he wouldn't have Randy coming back, or a twin brother, or anything like that. He may be bluffing, of course, but he sounded dead serious. "It would be bad scriptmaking". Kevin Williamson also said that "Scream 3" will not involve Randy. Dewey will be around however, and so will Gale...
Dewey got nerve damage from the last stabbing, and had a limp in part 2. Now after this even more violent stabbing, what kind of damage will he have? Totally paralized or what?...
