This is exactly what you'd expect from a loose adaptation of a short story by (Bladerunner) Dick as co-scripted by (Alien) O'Bannon. In other words: messed-up androids parading about as humans mucking about and around some unfortunate grunts who are no better than pawns for a large and ruthless corporate political structure.
Toss in some "Tremors" and a slap dash of every other sci-fi thriller cliche known to man and you have yourself a silly film riddled with plot holes that is still quite fun. Kinda like wearing some old and torn silk boxers on a cool breezy day.
