That's not quite true. You can duplicate a name, but it cannot be a name of any horse that is currently racing or breeding (stud or broodmare), one that has been dead fewer than 10 years, or a prominent name from any time.

You'll never see another horse called Man O' War or Secretariat, for example. But there are some obscure horses from years ago whose names could be reused.

Most of the time, a horse gets its name from a combination of its parents' names. When you submit a horse to be entered in the registry, I think you list twelve possible names, so it's conceivable that your first eleven choices will be disallowed, and you end up with your least favorite name for your horse.
