IMO, it's GUILT.
Mankind has wasted quite a lot of hooved beasties in his quest for destruction... Poor horsies. When they weren't spiked by enemy infantry or got their legs blown off by artillery shells, their own soldiers would butcher and eat them when supplies ran low.
But I agree, horses are overrated. Cows are much more useful anyway.
