This issue does indeed have something in common with hate crime legislation.
Hate crime legislation is based on punishing people for having thoughts or making statements that some people may consider to be "offensive." So trying to punish people for sports team names that some people may find "offensive" does indeed have a lot to do with hate crime legislation.
Regarding your comment on Native Americans finding such team names "ofensive." Well, yes, some would find it offensive, and some would not. But so what? Why should the government try to stop one person from saying something that another person might find "offensive"? Why should the government get involved at all?
Of course, if the ultimate result of this law is that it reduces government spending on education, then hey, that would be a good thing!
Democrats are worried about Native Americans being "offended" by this type of thing, and they want to end government funding of it. But when someone uses tax dollars to drop a cross in a bottle of piss, the Democrats defend it as "free speech," and they don't worry about offening people who are Christian.
This is how the PC standard works. Offeding Christians is a good thing, and deserves government funding. But offending Native Americans is bad, and should be banned.
