I take it to be a matter of principle that I let you know that The little East African republic of Uganda just wrapped up presidential elections. THE winner was the incumbent Yoweri Museveni, who took over power fifteen years ago after a protracted guerilla war. When he ends this term, he will have spent a spanking twenty years in office. Picture twenty years of George W Bush to get an idea.
