"My Little Girl" has it right. Doe said that he was out punish sin, to turn the sin against the sinner. It doesn't necessarily follow that that means the sinner must be murdered. Indeed, the Pride victim wasn't murdered but committed suicide. Though he did not die, Mills was punished for his wrathfulness by losing his wife and unborn child and probably his self-respect. Mills had his sin turned against him, because Doe knew that Mills' intemperance made him easily manipulable. For instance, remember how Doe easily goads an angry response out of Mills during the car ride. In contrast, Doe wouldn't have been guaranteed for doing the same with Somerset. Had Mills heeded Somerset's earlier advice to keep hold of his emotions and not kicked Doe (the photographer) down the stairs, Doe may have never learned about Mills' temper and use that knowledge against him.
