Churchill was an American citizen; I believe the Congress bestowed this honor on him back in the 50s or 60s.
Besides, we know that Slithers really wouldn't want someone who stood alone against the Nazis to be so honored...he would rather that he have been shot for "racial treason". Don't really expect Slithers to be back to respond to anything; he's more the type to shout "fire" in a crowded theatre just before he seals the exit doors.
