If this is true (and I wouldn't put anything past Sarzosky) I'd be surprised if it gets beyond paper. The EU will wade in pretty hard against it - the freeing of the Bulgarians and the doctor was an E.U wide effort, not just French.
P.S. I've reviewed 'The Fountain' - saw it a few days ago. Love to know what you (and anyone else who saw it - Drew? You there?)thinks.
