08/04/1999: could somebody please explain something to me?

I was a HUGE fan of the first movie. I was really looking forward to the sequel. It was a bit of a disappointment, probably a result of too high expectations. However, there is one thing I do not understand:

WHAT is funny about the Fat Basard character?

I do not understand....
