Hussein is a mass-murdering butchering paranoid dictator. He is also NOT certifiably insane.
He attacked Kuwait only after he had covertly ascertained to his satisfaction through diplomatic channels that the U.S. would not intervene if he did so.
Though he has blustered orally for the benefit of his population and the rest of the Arab world, there has been no evidence to link him to Al-Quaeda or other terrorst organizations.
Iraq itself is a secular, tribally-based dictatorship with no radicalism of ANY kind, must less religious fanaticism, allowed. On pain of torture and death.
North Korea has nukes, for god's sake, and Kim and his nutty dad have had a history for over five decades now of murder and kidnapping outside of their own country, of the nationals of other countries.
But then again, Korea doesn't sit on the second-largest reserves of oil in the world.
