And that, in standard fashion, military types panic in a crisis. Shit, the cops in Terminator tried to fight back at least. (How films with military psychos and incompetents can I stand in one year...)

Also, on the Rise of the Machines part, the emp pulses from the massive worldwide detonations of nuclear weapons would render even more of skynet's resources useless.

I did like the return of the psychologist in T3. Nice touch.
