The organization name couldn't be used in true BOND films after Thunderball (or maybe You Only Live Twice) due to the fact that Thunderball's film right were owned by someone else (they collaborated to make Thunderball, split after that). The owner claims all rights to SPECTRE. But fairly recently the rights to THUNDERBALL were acquired, which probably prevents anymore unofficial Bond films (like NEVER SAY NEVER AGAIN).
