The Farm Bill favours outright subsidies of commoditied such as soybeans and corn rather than fostering good conservation practices. I work for a conservation district in the northeast and there's a lot of ill feelings about the fact that large midwestern US growers get favoured for their "rape the land" practices in this bill.
Of course, we'd like to rape the land, too, but our soil is too thin and stony and our farms are relatively tiny.
I guess the terms "dust bowl" and "Great Depression" mean nothing to the folks in Washington.
