1. Gerard answered your first question in the hospital. If Sheridan really wanted to kill him, he would have shot him in the head, not in the chest while wearing a bulletproof vest. Then he would have killed Royce. Instead, he used that escape tactic to make a temporary getaway.
2. Gerard didn't have enough manpower to seal off the entire chapel. Innocent civilians were in the area for the funeral procession. And the real target was not Sheridan, but the Chinaman and the other agent who made the briefcase exchange.
