In Florida the grade a school gets is based on one test given to one grade group each year. If a school gets a low grade all they do is cut regular studies and give kids test prep for half the year. A school's higher grade next time around is a testament to teaching a bunch of dumb kids how to take a test, not any kind of real improvement in actual education.
