Mormon missionaries do use cars. However, depending on the coverage area of a particular mission, that becomes very ineffecient when going door to door. Also in third world countries, it can be very difficult to extend driving privelages to a 19 year old foreigner, who is their to prosyletize. Regardless, even if a car is available, it is my understanding that they have restrictions on mileage.
