I haven't seen Dinosaur, so I can't use that as a reference. However, Planet of the Apes was a talking monkey movie which is actually very good (if you know what to look for) - hell, I even liked the sequels (except for the last one)
There is another movie which could prove your theory though - Congo featured a talking ape (via an electronic translator) and is one of the shittiest movies I've ever seen...
