Hell yes, you should go speak to her! I know the 'look' that you're talking about, and it's one of my favorite things in this universe... Man alive - now I'm getting all wistful.
I wouldn't step right up and shake hands with her and say outright that you've been dreaming about her. Maybe it would be easier to sit a few seats away where it would be easy to make eye contact, after which you could lean over and say something mundane (a comment, not a question) about a shared topic. Maybe something Greek? That would put the ball in her court.
I think that I like introducing myself to another person at a later time than when I meet that person. It seems to reduce the monumental panic contained in the statement, "Hi, I'm me!" Be casual.
As for belief in fate? Sure, I believe in fate, but I think that some things are more prone to fate than others. Some things seem to have more fate-sticky applied to them.
