Cheating occurs in all economic systems - capitalism, communism, socialism, fascism, etc. Capitalism is not perfect. There are some business owners who will try to rip off their customers. The cool thing about capitalism is that, in the long run, such business owners will develop a bad reputation, and nobody will want to buy their products. The cheater may very well be successful in the short run, but in the long run, he hasn't got a chance.
