That's how long they have been working on it. The science isn't all that sophisticated. Acquiring the materials and perfecting the recipe is the hard part. There are probably any number of nations that have the scientific wherewithall to produce a device, and there quite a few that have access to the necessary materials. However, these nations don't really become a blip on anybody's screen until they develop a delivery capability. Then the whole fucking world starts getting excited.
Korea's announcement was only a confirmation of what most of the world already suspected anyway.
