Trusting the government to work out any program that actually reasonably trained people in the use of firearms, as per wulfgar's suggestion, is a laugher anyway. Take police, if you think they are well trained professionals when it comes to their weapons, you are wrong. My dad knows all about that stuff and the police firearms training is pathetic.
